What you would need to think about is what value your franchise would add to a franchisee. This is especially true for a service as generic as web design and SEO. The most successful franchisers ("Did someone say McDonalds?") offer their franchisees a unique and strong brand, which means that they earn much more, and on higher margins, than they would as a generic "Bob's Burger Bar." I'm not sure this really applies in the field of web design and SEO, but I'd be willing to be proved wrong.
