    For the web, when you talk about vectors you're basically talking about SVG. There's a few ways to create SVG images, but the source needs to also be a vector. Photoshop works with raster images, and has very limited vector support. You're better off looking into Illustrator or another vector creation tool.

    Yes, you can use an SVG image the same as you use a png or jpg. The main difference is the SVG will usually be smaller, and will stay 'clean' as the image is scaled.

    If you're working with vectors as source art, you're generally better off to stay with vectors at the output stage.

    You're not able to create a vector image on Photoshop, however you can do it on Illustrator and by having a vector image saved as SVG for the web, you can avoid the pixelization issue since the vector images don't lose that much quality when scaled.
