Yes it certainly does. It can help or it can harm. Helpful case: You had an older site A that you want to 301 redirect to site B. Site A was completely healthy and fine, but you just wanted to change the domain for whatever reason (maybe you wanted to change the brand name). Once you redirect it, all that good link juice will follow to site B. Harmful case: Site A was penalized for a Penguin algorithm hit like bad anchor text ratios, spammy sites, etc. Once you redirect, Site B will perform great for about a month, then it will get flushed down the toilet, just like Site A did.
