1. get some backlinks 2. get some more backlinks 3. and finally get more backlinks more backlinks you have, higher pr you get. but if you are talking about pagerank as in SERP and not PR, thats a whole different ball game. create quality site with unique content, advertise to the related community, and get backlinks from related sites. do some search on SEO resources and just read. Aaron Wall's SEO Book is a good resource and you can read his blog which is free
i am no expert, but i read a lot, so perhaps you can consider these suggestions: 1) spend money to get listed on web directories 2) get many many many sites to link to you using a common link keyword like 'make money online', this will improve your SERP 3) guest blog on other people's blogs 4) organize a big contest and get people to blog about the contest and link back to you or the post 5) go to sell, trade or buy subforum in DP, there's people selling 5000 hits for cheap $3 6) use entrecard, trafficjam, blogrush, mybloglog, blogcatalog, sitehopping 7) submit article to blogengage, get aggregated in local aggregators, submit articles to article directories like ezine just take note that traffic = rank. good luck!
