Getting your ad in the top bar of the search results

    Several of my ads have been showing in the top bar of the search results.
    Does anyone know the exact params to show your ads there?
    My ads that showed up there had a high CTR and bid price

    The top spots above organic SERPs are reserved for well performing ads, according to Google.

    This means high CTR, and good landing page quality score.

    However I was looking for a more practical answer.
    is there some sort of CTR threshold that must be met or something more tangible then google's anwer.
