why don't you try using a different CC if possible or use V.C.C which is easy to setup and use also, you can try to register a domain through an alternate registrar if Godaddy is not working for you
It might be that your credit card company is declining the transaction, sometimes they automatically do that for internet transactions, as a way to protect against fraud and identity theft. In cases like that all that's needed is to call your credit card company to let them know that you are trying to make an online payment to GoDaddy, and ask them to approve the transaction.
