getting rss feed then cloak and redirect it, how can I?

I wanna a script to get rss feeds from sites i add and cloak the links the redirect it again.

Ex:
1- I put http://rss.cnn.com/rss/edition.rss in the script.
2- the script parse the rss links.
3- the script cloak the links to be mysite.com/redirect/aswa11

is there such a free script to do that?
If I wanna someone to create this script, what do you think the cost would be?
