Find some of your best friends to join in community first. Give priority to people who can refer to friends

Creating a forum is very hard. Getting users to stick around takes a long time.

Some immediate tips: Get to 10 posts on DP and put your forum in your signature. Tell other people why your forum is great and they should visit it. Make a simple blog and elaborate upon your forum. Submit it to blog networks, social bookmark it. Do everything you can to drive traffic.

Once you're done, rinse and repeat. Find other forums to post on, become at least "somewhat" active and advertise your forum in your signature.

You might even try submitting it to search directories. But don't expect your community to grow quickly or without a lot of hard work.

It really takes time to establish a forum with lots of active members. I think it's good to make a contest and give some prizes to those forum members who can post high number of quality posts and can give good referrals. I think this is an effective strategy for a forum starter to attract more members to join and post on your forum.

The forum looks to simple and there are to little posts. If I were you I would hire 5-10 freelancers just to populate the forum with helpful and quality posts .
Another thing you can do is to make some contests like: the best post of the week, the most referals, number of posts... etc
Just think of something you could offer for your members.

I agree with the contest idea.
Your site is nice but it doesn't seem to offer much incentive to join.

Try actively seeding the forum with content, and recruiting friends to join and help create content as well. You'll also want to consider spending money on advertising. Reaching the critical threshold for your forum to take off generally isn't going to be a free endeavor.

the only way to create a forum is to spend a lot of money to forum posters who will be active there regullary, this is for people to sign up and also content to rank. secondly you need a lot of money to promote the forum, the content is the product which is updated in the forum, people look for the product (the answer). no content or no activity = bad product, people don't stay, not sign up. you need to spend lots of money. in 2011 a forum is a bad idea.
