I then put the united states as my region but excluded every single state except utah but I still get click from all over the united states. I dont know what to do the click oustdie of utah take up 70% of my budget. any sugestions

In the campaign under geo-targeting, select US and exclude all the states except for Utah. Other wise email Google support.

Are you sure you excluded all states other than Utah or excluded Utah?

Also, did you exclude all states other than Utah in all your campaigns?

Even if you're sure you've set it all up correctly, and Utah is your only target area, I'd contact Google support anyway. From my personal experience, they're very helpful.

Here's what Google says on the subject:

Realize as well that there is a natural margin of error in Google's IP-based geo targeting system. For a statewide area it shouldn't be too bad, but I've heard that county-level maps can have 50% margins of error. To some degree it's just the name of game when it comes to local search, but if you're getting a majority of searches outside your state then something's definitely wrong. Double check your configuration and if that doesn't improve things give Google a buzz.
