you cannot buy backlinks! You can link building for your site, but not each link would become backlink. about the nofollow tag, you can go to http://en.wikipedia.org/wiki/Nofollow for the official information.
U can by links no problem and if no follow attribute contains in link then it will not pass any link juice.. ie no BL if the links contains nofollw tags
If you get a link from some site & in the source you see in "<a href" nofollow is mentioned then that link will be of no value for your site.
Also concentrate on Anchor Text while Link Building, Take the Anchor text as a Keywords which for you want to ranked on google.

Adding your link to Digg and similar website can get you indexed fast, but your link will be on a page that has very low or zero PR. To get PR benefit, you link MUST be on a page with high PR and not on some webpage that is few clicks away. Nofollow is already explained. This link can bring you only direct traffic.
