I'd say that 9 times out of 10 it will hurt. Some examples:

    1) 301 redirecting from a penalized to a new site: after a month your new site will get penalized too
    2) Google recently did an update that hit sites that sold links. Linking to a money site will cause harm. No penalty, but definite harm in the SERPS

In short, yes, I would avoid such a linking connection.

The SERP algorithm works in a way that it not only matters which sites you are connected to, but who are their linking buddies too.
So if the mentioned penalized websites got its penalty from improper link building, this reputation would also affect your website. Even if
their penalty is not for bad link building, its safer if you avoid such partnerships :)

Best case scenario, it's not helping. Worst case scenario, it can hurt your site, and your rankings will be downgraded.

Why risk it? These days getting bad links is like playing with fire. Why would you risk rankings in the future for a worthless backlink?

Yes, definitely it is going to harm your site ranking as well as Search engine visibility. Google algorithm is designed in such a way that while ranking it will be looking down all your back ground means where the links are coming from etc...

Well, according to Matt Cutts, if some of your linking sites has been penalized for using blackhat techniques, that can affect you website as well:

So I advise you to be careful with your links: regularly monitor them with some back link checker and get rid of all low-quality links.
