    Content doesn't affect PR. Only links do. But good content will encourage other sites to link to you. Really good content will encourage other sites to link to you without expecting a link in return.

    Yeah, the numbers surely aren't correct but it does do a good job of showing the logarithmic scale that is PR very well.

    i think that the rate of new content on a site effects PR, so if you add new content very often you will have a higher PR than if you don't.

    That depends entirely on how you what you are basing the judgement call of "quality". PR has nothing to do with how well written a page is, how well it looks, whether or not it is valid HTML, etc. A link from a .gov or .edu site, while may be quality, having nothing in and of themselves to do with PR. (You do want those types of links tho. :) )

    A good idea, but nothing to do with PR.

    No, wrong. The statements earlier about the only thing that affects PR is other links were correct.

    The ONLY think that will increase your PR is a link/links from other high PR pages.
    1 link from a PR 10 site will 'probably' give you a PR8.
    It won't help you in the SERPS at all. Just remember that PR doesn't translate into rankings.
