Can somebody suggest a guaranteed method of getting into the Google index. I've already burnt my finger with "Link exchange"
    programs.

Make a sitemap, do on site SEO and write good content. If you need some help getting the first initial links submit to directories and post relevant links and content on dofollow forums and blogs.

Sitemap and Google Webmaster tools. I usually have a brand new domain indexed completely within a few days of launch.

Google Webmaster tools... you can submit your site into their index. Anyways, don't worry about it. The Google spider will come to your site in a short while. It's a slow critter sometimes, but it will always find you.

Forget link exchanges / FFA sites and even directory submissions. Google sitemap submission, Proper on-site SEO and some high PR links should do the job.

if you buy a domain then you don't need to do anything........just participate in dofollow forums and ad that URL to your signature.

Orelse comment on dofollow blogs with that URL.

google webmaster tools works well IF you have less than about 2 sites already submitted on your account there. If you have more than 2 sites - seems like it takes a lot longer to index your site. At least that has been my experience.

Other techniques that have worked well for me...if you or a friend have a blogspot blog...especially with PR2 or higher, put a link on there.

Write a hubpages article - a good one, not spammy that is related (not blatantly promoting) your site and link your site from that article. I swear, the google bot crawls those hourly and sites I have linked from there have always been indexed within a day or two of linking from hubpages. Another advantage to that technique is that whatever key word you are targeting...the hub page will give you another spot on the serps
