Do you have reseller rights to that book, or are you offering to give something away which you cannot legally give away?
That method is scam. Its not really "free". Rather you have to pay for the PPC and hope that returning visitors click on your ads.

I have that ebook. Basically it is about how to use PPC to "resell" your good placement to other advertisers in the same niche. It all depends on how you would define the word "free". If you are able to find someone to advertise on your site BEFORE you get a good placement, theoretically you are "paying nothing" for PPC traffic.
