Google does not give discounts. You are advertising and competing against other advertisers all trying to get the best advertising bang for their dollar (or euro, pound, whatever). The system is very fair in that those who bid highest are not necessarily given the top positions. You also have to have ads that people are interested in for the keywords they use. This is determined by your click rate which is rolled into the quality score. Your "discount" is given by being a smart advertiser. Better ads means better click rate. More people coming to your site means more sales. Not a discount, more of a reward.
You can buy adword acoupons and get free advertising account. Its for only new accounts though Regards, Richie.
You should definitely take advantage of an adwords voucher when first setting up the account, even if you have to buy one.
