    Looking by the size of their company and its blog: http://payloadz.blogspot.com/ it seems legit to me. I just think they delayed/stopped paying people who signed up under this referral due to abuse. Try to contact them before calling it a scam please. For all we know they could be working really hard to let their project succeed.
