No, I don't think he has been banned Twitter is very often down or some of its features are down. I was having the "page doesn't exist" image at least 2 times already, but it's not because I was banned.
Don't pay for Twitter followers that is ridiculous. I imagine this guy is using a program to generate thousands of Twitter followers.
