Geotargeting setup incorrectly?

Hi guys, here goes my first post!

We're bringing our PPC activity from an agency inhouse which is
    throwing up some questions.

I don't have a login for the actual adwords account, as the agency
have been very protective. However we do have an analytics login.

Now our adwords are supposed to be geotargeted by postcode and
presumeably around a 20 mile radius for each branch. However when looking at the city report for our paid traffic our searches are coming up from locations which are definitely not near us. Around 47% in fact, of clicks the analytics says are nowhere near us.

Combined with that, our largest city for clicks is 'London.' We are
towards the South East, but wouldnt want to target all of London. If
using a postcode for only South East boroughs in London, it wouldnt mistakenly factor in all of London would it?

    Thanks for your help.

    Couple things....

    1) geo targting isn't perfect...you'll always have out of area clicks. Your case seems a bit excessive though which leads me to point #2...

    2) Any agency/compnay that won't give you access to your account (afterall, it is your data/account) is not worth doing business with and you should run fast and far away from them.

    3) The only way to know for sure what's going on is to get access to the account.
