Yes... You can target country wise. You need to set your domain target location as default location in Google web mater and submit SE submission and others region wise, Local listing, map listing etc...
Of course, if you are targeting the Canadian market, you would be best advised to get a .ca and to get local links. Targeting a specific location in GWT does very little IMHO.
