Mr Saakashvili attended Columbia University law school in the United States. Recruting spies in US Universities from foreign countries has been used for years by CIA recruiters. I don't why, but I have strong suspicions that Saakashvili had strong connections with CIA before he was elected for president of Georgia. I suspect also he got a great deal of help to win the elections from US. Boris Elcin who efectively misruled Russia two terms was helped by US to win the elections in Russia. So it is no news for US to help people get elected for presidents who they want to be elected and thus directing a foreign country's future. What a democratic example US is giving one may say.
