Host your website on a server in the targeted country, and make sure their servers and the IP you get is belong to them are on that country, then get more links from .XXX where XXX is the local extensions for the domain. and finally optimize for the country language if it's non-english.

You can use Google sitemaps to tell Google where you want ot taget your traffic.
This helps if you domain is hosted outside of your own region you want to target.

Otherwise as the previous post stated, google will just identify where your website is hosted to determin, where to show the results

It is only important when you want to target a specific geographical area. By default, you target the world.

If you want optimum results in a local search you should:
    1. Use a country-specific .tld for your domain.
    2. Host the site in that country.
    3. Specify your target area in Google webmaster tools.
    4. Add your location to Google maps.
    5. Get lots of links from location-specific directories and websites.
    6. Add the location(s) you are targetting to your KW's (on site and in anchors).

The best way to geo-target is to have an about us page with your physical address on it. Google is smart, and will detect the address and associate it with your site. :) This has worked for me a number of times now.
