Are you talking about adding links to a site you own or trying to have links added to someone elses site, if its someone elses site and its Polish and your site is Polish then I'd assume that it would give you a push in Polish serps.
You mean about link exchange! Yes you can add you link to other foriegn website but do remember that it should be relevant to your concerned website.
