Do you know what a header is? Look at the top of this website. You will notice in the gray space on top, the DP logo on the left, and the 468 banner on the right. This space is the header. You can find it in your WP folder /wp-content/themes/ and the theme folder you are using. Look for a file called header.

A header is the area at the top of a page usually for a logo, advertisements, and slogans. My wordpress blog has a header graphic at the top http://freeonlinemoneymakinginfo.freehostia.com

If you are looking for a custom header/graphic/banner I can design it for you. Private message me if you're interested

It's just a generic word. In Web design, the "header" tends to contain the site's logo. Some have the menu (which I keep seperate from the header structurally and use margins to slide into place visually with CSS), search form and even advertisements.

As for the banners, those are provided by advertising and affiliate networks. You'd have to contact them and sign up for their programs to use them.
