The only potential issues that I can see are copyright and trademark issues regarding the use of the copyrighted game information and the trademarked game titles. You should be able to disclaim your way around them, but I would advise having a REALLY good TOS...

Let me know if you have other questions.

You are clearly breaking the TOS of the game which could lead the CD keys to be banned. Hacks like that also tend to contain viruses/keyloggers and distributing those is illegal. Even some of the hacks are illegal, World of Warcraft was able to successfully sue someone made and distributed a hack for their game. The story was on Slashdot awhile back and I am a litte fuzzy on the details but they were able to claim copyright infringement somehow because of how the hack work. Might want to look that up.

Could I go around those problems by linking to other sites that host the hacks?

Linking to other sites doesn't provide any protection, they can still sue you for contributory infringement. The WoW case is the only one I know of where people have been sued over hacking games, and it isn't as clearcut as normal warez copyrighted infringement. Link to slashdot article about the case: http://games.slashdot.org/article.pl?sid=08/03/26/2050250
