Schools that offer Game design to me are a complete load of rubbish; they usually offer a course on Full game development ( animation, Graphics, and coding) when in all reality it takes many people working together to create a Game. I would focus on what you like best;if it be Coding then find out what Game maker use to code ( C, C++, VB "old school" etc.. ) because im not really sure. YOu shouldnt have to go to school for web design. Learn the basics of Html, Css and you should be fine, you'll pick things up as they come

So do you think a good portfolio of work is better than/as good as a qualification??

Yes, most people could honsetly care less about which school you went to; if your work is good then you'll get hired.

Yea, the school doesn't really mean too much because it's the amount of effort and talent the individual has that makes or breaks the job.
