Would that not depend on what country you are running the contest from and what countries you allow to enter it? Just curious, what is so unique about that ? Contests, Sweepstakes, and Giveaway's aren't exactly a new way to promote business or build a mailing list. They are as old as print.
Consider running this out of Costa Rica as the country has no rules or license requirements for gaming type businesses -- I would also recommend a virtual address there as well if you use Costa Rican hosting. There are hundreds of gaming sites that operate out of Costa Rica for the same reason.
