Looking through my webmaster tools, I found this:

Crawl Rate: Your site has been assigned special crawl rate settings. You will not be able to change the crawl rate

Anyone have any idea what it means exactly?

You might have changed the crawl rate previously. That's nothing to be concerned about :)

yeah, nothing secial, thesre are just some changes made to your crawling priorities. mostly this doesnt isnt a big problem, unless you have a blog. if you do, you might want to consider changing the priorities

Crawl rates for this website is set automatically by Google, and you can't change it now you might be able to do so later on..
Have no idea how it's will become an option but some of my websites allows me to change the crawl rate to faster or slower while others simply won't !!

This shows up when you have recently changed the crawl rate recently as someone mentioned earlier.

The crawl rate is just how fast your contents will be re-indexed by Google. If your site is a blog, Google will usually assign a special crawl rate for you. That's just an opinion.
