i'm about to roll out brand new site, just as far as SEO stand point, i would like to confirm that i did everything that i could (at least on website side) 1) proper w3c xhtml/css (pass validator) 2) contains meta tags (description and keywords) 3) search engine friendly urls (no ?, = or basically doesn't contain anything other then slash, dash and undersquare) 4) build sitemap.xml and sitemap.xml.gz am I missing anything else?
This seems fine! Also make sure you have fresh and quality content on place. Apart from onsite you would also need to get some quality backlinks, article submission, free SEO friendly directory submission.....and yes submit your site to social bookmarking websites!

Quick, from te top of my head: remember to include header tags, put descriptive alt tags on your images (and even title tags in text links) and do some keyword/pharse analysis for the content!
1) by that you mean meta tags? 2) check 3) can't as this is dynamic site that pulls content from others
