ftp issue

    when i try to login to my ftp account to access my php files i get the following error message

    Can't establish connection --> 82.110.105.54:21 @ Sat Oct 04 13:33:34 2008 (10054-38)
    An existing connection was forcibly closed by the remote host.

    anyone seen this message before and if so do they know the solution

    does the server have a ftp server installed ? is port 21 accessible
