FTC and Link Building / SEO

    I've read a lot of stuff about paid reviews or giving away free stuff requires disclosure to the FTC. How about hiring an Agency to build links by guest blogging on content blogs? Does this require disclosure? For example, it's just a guest blog about something like running outdoors and how to train for a 5K or something and then in the guest blog post, when the term "Running Shoes" is noted, then the Agency guest blogger might post a link to the company's website. It never endorses the website or even speaks of it, it just has a link to the website that was targeted.

    So there is no paid link since it's a blog post and there is no actual endorsement or giving away of free stuff, the only thing was a guest blog post with a link within the post to a page that leverages anchor text. Would this require FTC disclosure or not? Also, this is considered white hat right? It's just guest blogging I would think and I would assume a lot of SEO Agencies build links similar to this fashion.
