    You can use CSS with anything, but I would not suggest front page.

    Get a different program. If you can't afford dreamweaver, something like http://www.nvu.com/ would do better. Also you could use something like say... notepad.

    use external stylesheet. then use "class" attribute.

    Or you can just search Google.com for a FREE HTML editor, there are lots of options out there :)
