That is not so simple to contact Google unfortunately. The Ad Words department just got a phone support actually. There are other departmensts that you can contact from forms and such. But in general they are not very easy to contact. And if you do find a proper way to contact them it is very rare that they will give you an answer. If Google made it easy for everyone to call them with questions, they would need a massive call center.
My experience of Google is that they are way too big and important to actually care about anyone's concerns... unless perhaps you are as big as Amazon or eBay and then maybe. But perhaps I am just a jaded cynic...
Matt Cutts? Yes. He's the head of webspam at Google puts up a show of answering the concerns of ordinary people - something on the order of one pressing question a week, the last time I checked.
It's easy to write to Google. You can get in touch with them through Google Webmaster. It's difficult getting a response though. I suggest you look at other ways to resolve any SEO issues you have. Have a good day!
