I'm going to agree with TIEro on his suggestion that a low cost per click may be the results of bad keyword targeting. Adsense gives you the ability to tell adsense what words you are trying to target with tags in the html part of the text. Also, you have another problem. I am going to suggest that the ad placement is completely wrong. Every one of your ads is "below the fold" when they should be visible before a user scrolls. Frankly, I find it hard to believe you are even seeing a 1% click through with that placement.
