A section on a (Drupal CMS) website I am working on right now will feature tutorials on how-to perform certain tasks. I want to know what is the best friendly url path setting to use for SEO purposes?

    EXAMPLE TUTORIAL:
I will show my users how to create a blog using Wordpress

The keywords I will be using are: How-To, Wordpress Tutorial, Create Blog Wordpress

    #1 MyExampleWebsite.com/How-To/Create-Blog-Using-Wordpress
    OR
    #2 MyExampleWebsite.com/How-To-Create-Blog-Using-Wordpress
    OR
    #3 MyExampleWebsite.com/Create-Blog-Using-Wordpress

I was thinking since I will be using, "How-To" within my keywords is it necessary to use it in my URL path? A lot of the titles will be rather lengthy, that is why I was thinking about minimizing things and taking out the, "How-To" out of my URL paths. But the last think I want to do it hurt my on-site SEO.

    What are your opinions?

As I see it, you have two reasons to keep the "how-to" in your URL structure... either it is a highly searched term and would help generate traffic, or in the context of your site's content structure, it makes more sense to the user (which in real terms is slightly more important).
