Free web design tools?

I'm looking to create a very simple website with....

    --header
    --categories on the left column
--center portion to have scattered areas that I can plug in different size banners. (I wonder if that makes sense)

I'm fairly knowledgeable with html, but no pro. but the deisgn I have in mind is very simple.

are there any tools out there I can use to help create this?

kompozer.net is a very good free WYSIWYG editor and you don't need to know HTML. Once you get the hang of it it's easy to use. Or if it's a simple website I'd also suggest Wordpress, it takes a bit longer to learn the finer points and it's not as flexible as HTML/PHP/CSS websites, but it makes managing large website so much easier.

http://www.oswd.org has some free templates or just Google "free templates". Or if you're willing to shell out a few bucks http://www.templatemonster.com

But you'll still need to edit the templates. Kompozer is really easy to use. Just create a new folder on your computer and save your page to that folder first, if not you'll have trouble linking items. From there it's point and click. Just download or copy and paste any images you'll be using into that folder. Any pages you create save it to that folder first BEFORE trying to link them.

BTW if you do use Kompozer I don't recommend trying to upload it with Kompozer. Instead use Filezilla or someother free FTP client or do a browser upload from your cpanel.

O I see what you mean. find a template and then open it in kompozer to make edits?

Yes that's it. Just place the template and any image files and pages all into the new folder and just point and click to insert images or to make a hyperlink. The same with any ebooks or files you want to make downloadable.

BTW you'll need to rename the template or create a file called index. That's your homepage or default page. The .html is added by default.

    ebay.com/index.html

Since you know html, I suggest you do it yourself .
You'll become proficient in coding themes/wp themes.
The more work you do, the more easier you'll find it. Good luck.
