    Surprisingly, I think Tor might actually meet your needs. It essentially creates an ad-hoc encrypted connection with a random peer and sends your data through that host. That host sends the encrypted packets to another random host and another and another until, eventually, the packet reaches an exit node, is decrypted and sent on it's way.

    Using Tor correctly should mean that your ISP will have no information on what IP addresses or what ports you are connecting to.

    Best of all, Tor is free.
