    All the vouchers I get are always on new accounts...

    Do they exist for existing AdWord accounts?
    I don't want to spam Google and create a bunch of different usernames...

    Yes, Google allows to use one coupon for one account only & moreover google gives that to try ADWORDS and not to spam them..
