thats good idea, i am sure there must be some kind of exchange broker for this, but i dont know of any, just as there is for link exchange and articles exchange
Just a suggestion, find new or little trafficked travel related forums, talk to the webmaster and offer him to become a constant poster in exchange of backlinks. Creating a member database and adding fresh relevant threads to new forums is the hardest part, I'm sure you'll find many forum owners interested.

I think that if you need to have quality content write that yourself. I would never hire someone for writing content for me, maybe for the optimizing only.
