Free submission for regional sites

My regional category is looking pretty empty. To alleviate this problem I am reviewing submissions for free in the regional category. Simply follow the guidelines and submit. Instead of going to paypal, skip that step. Only one site per person, and if you see more than 3 already in a category please don't submit. If there are more than 3 in a category, or you don't otherwise follow the guidelines here or on the submission page, your site will be rejected. A couple of highlights are that descriptions must be in english and a site is only regional if it applies to one specific region of the world. Indian SEO for example is not regional because SEO is worldwide.
My site has a pr4 in most dc's which can be checked here.

I'm guessing because of the 3 link limit I have recieved several category suggestions without submissions that would fit in them. So from now on if you have a country that is not listed submit your site and suggest the category at the same time. Then I will approve your submission in the appropriate category. I don't wan't to add a bunch of empty categories. Please don't go further with prefectures, provinces, states, cities, etc. because I will not be adding those at this time.
