HTML/CSS are must haves, and that is basically webdesign:
Tutorials in HTML, CSS and PHP

To learn all those properly and efficiaently, your looking at a couple of years.

Yea, definitely practice. Only practicing two hours a day though is going to take quite a while.

I suggest a different approach. You should set goals as what you want to learn like "3 columns html template design" and then google for tutorials, follow the tutorials and then make changes until you are happy with the result.

Remember that any problem you are facing there is at least someone else out there that had it before you did, and you can probably find a solution by searching using google for the exact problem name.

First you should learn make static page with html, then go to css after that you can learn php. It's a step by step learning process.

I also suggest for you not to be dependent on website design tools such as Microsoft FrontPage, DreamWeaver, and others. Don't get me wrong, they are great tools and u should use them considering that is their purpose.

However considering you are in the learning phase, make sure you know the codes behind the "What you see is what you get" preview page. Make sure the html, php, asp codes themselves.

    With that.. Good Luck !
