Why are submissions only accepted to empty categories?

I would like to add your directory to my niche directories list but wonder about this restriction.

I have added Turkey to Europe category.

The reason only submissions to empty categories is I am looking to fill up all the blank categories.

The directory will go paid after the pr update.

If any body has any recommendations for categories please post them here and I will consider.

All descriptions will be rewritten to ensure unique content in the directory.
