    Create a tool that is able to download webpages
    (get the URLs from a txt file) and grab the titles
    of the sites and store them in a csv file.

    Just want to know if you can create programme that runs online (user uses it directly online not on a stand alone computer only)?

    Read good book related to VB then design tough problems for urself.
