This is true, but it is always better to be safe than sorry. Many programs like adsense require a privacy policy, If you dont have one and you tried to get a cheque from Google and they find no Privacy Policy on your site, theyll confiscate your funds.
I had a look at his, Mine is a more general Policy than his, It covers more things, his is a bit too specific.
