Get links from high PR sites... Though PageRank is not a direct measure of your rankings. If you want to increase that, those links should come naturally from related sites. Simply getting a higher PR won't help you.
Buy some High PR links if your interested only in getting a PR of 4. Getting links from high PR sites will cause them to bleed some page rank to you! But PR doesn't really mean anything in my opinion!

Try not to focus too much on PR. PR doesn't do anything for you if you don't have visitors. Just focus on getting one way links to your site - keep building the links and the PR will come. I've outranked PR 4-5 with PR2 sites many times so don't worry just keep building.

Don't worry about Pagerank at all, if you're in a non-competitive market with sites that have little to no optimization... However, if it's even remotely competitive, Pagerank is extremely important. You still need good targeted anchor text, a content rich site with optimization, etc.
To get a higher PR you will need more links from authority websites. Don't get to hung up on the whole PR thing...High PR isn't nessarily going to translate to better rankings. Plus, PR on websites don't get updated vary often.
