    What do you mean?
    That point means that, if you are requesting a Free Posting package, then you're forum should be active and live.

    I think they're confused because active forums are not the ones that need posting packages. Ones that have few or no members are the ones that would benefit most from this service.

    I've always taken that to mean one that has actual members making actual posts. I'm sorry if that usage is a little different here. :p The post said "active and live" anyway.
