I don't think you can ever legally re-distribute other people's eBooks, even if they're free. It's not worth the risk, at least. Otherwise, check Bit Torrent *laughs*
I googled stuff up and got this for you: http://www.free-marketing-ebooks.net/ You cannot redistribute them unless the license says you can do so.
Just get a few cheap PLR ones or ones with resell rights. Check the freebies section here. A lot of e-books come with resell / distribution rights allowing you to give them away as a bonus like what you're mentioning.
