Have you looked any other CPA affiliate networks like ourfreestuff? Theres a list with reviews over over 100 cpa networks here. Not all of them allow incentive sites or have incentive offers, but some do, but can't remember which ones exactly. I think cpastorm and incentrewards are two of them.
Check out instant-dollarz. They specialize in incentive offers and have over 1000 on their site. Not the highest paying but tons of the them. CPA Strom has over 165 but most are surveys that pay you $2.50.
Survey and get paid to sites like Cash Lagoon have great conversions and pay fast via PAypal. WIth CashLAgoon the offers credit almost instantly, paypal payments are instant and automatic - and the in house referral program allows you to cashout to paypal with just a $2 min, unlimited times and automatically 24/7.
