There are many hmtl editors available over Web, you can download them. Just google for Free HTML editors and you will have bunch of results for it. I prefer using Dream Weaver.
I use Notepad++ for editing HTML and CSS. For an IDE, I use phpDesigner (although it's not free it is cheap) Paint or GIMP for editing images.

well the OP never said he was a windows user and holy **** so many Notepad++ fan boys on this forum. That's not really a good text editor anyways, if you're writing serious code at least do yourself the favor of running something like sublime or vim (available even in windows but windows is garbage for development anyways so do yourself a favor and install linux or get a mac). Vim is free and incredibly powerful especially if you have a need to make multiple similar edits as the OP suggested he did. As far as image editors go, editing images is kind of a vague explanation of your needs. I'd suggest something like fireworks to edit most non photographic images for the web and then I'd suggest photoshop or some variant there-of for any serious photographic image editing. It's not free, GIMP is a fairly watered down version that is freely available however so if you're cheap you can go that route.
I use CoffeeeCup HTML Editor. It is free, easy to use, and it has a number of helpful tools. Cons - you have to go trough 2-3 adds pushing you to buy something, every time when you turn it on, which is a bit annoying. If I am editing something very simple however, I just use the basic notepad, there is nothing faster then it, when it comes to small tasks.
Notepad++ or any other html editor..There are lots of them.. For image editing,you might try GIMP..Gimp is free to use and you can edit image too,,,
