I would go for Kompozer and you can try a good one called Bluegriffon (which is based in Kompozer). If you are editing whole projects, I would go for Netbeans for PHP (which includes CSS editor, javascript editor and html editor). And Notepad ++ if you know some HTML and want to make some small changes.
You can download Adobe Dreamvieawer and Adobe Photoshop. This tools help you in the Edit HTML and Edit Images for Website. Cheers

Notepad++ is a free source code editor. Based on the powerful editing component Scintilla, Notepad++ is written in C++ and uses pure Win32 API and STL which ensures a higher execution speed and smaller program size. When using less CPU power, the PC can throttle down and reduce power consumption, resulting in a greener environment.
You can use Notepad++ for HTML editing quite easily. There are many helpful tips for this on youtube.com too. Thanks.
