Free Hosting Set Up

This seems to be a frowned upon subject
but
I want to set up free hosting with a banner across the top of every page, displaying my advertising

but no one seems willing to let me know how to do this

any help on here appreciated

sign up for a hosting reseller account at a cheap host, give away accounts (carefully), figure out how to ouptut a banner on each page

 

There is software available to do this. You can also do it with .htaccess files.

i just want to know how to split the screen to add a permanent border to the top

You can use xpanel or ipanel to set up a free host. There is also a good post here with pros and cons (mostly cons) of using the .htaccess method.
